Home where Resident Punched Subject of Abuse Allegations

OttawaThe Ottawa-run long-term care home where a staff member was caught on video punching an elderly resident has been the subject of multiple allegations of abuse and patient neglect, an Ottawa Citizen examination of government records shows.

From 2011 to 2016, health ministry inspectors found the Garry J. Armstrong facility was not compliant with legislation governing long-term care 64 times, with more than half of the non-compliance notifications issued in the past two years.

On two occasions in 2015 and 2016, ministry inspectors found the facility failed to protect residents from resident-on-resident sexual abuse, including the abuse of two residents described as “vulnerable and cognitively impaired.”

In the past two years, a personal support worker (PSW) was fired after emotionally abusing a patient, while another PSW was suspended and subsequently fired after verbally abusing another patient.

Those details, and more, are contained in inspection reports published by the Ministry of Health and Long-Term Care. Reports for 2017 are not yet available.

The Garry J. Armstrong facility made headlines this week after the Citizen published a video of a PSW delivering 11 punches to an 89-year-old man with Alzheimer’s and Parkinson’s. The video was taken by a camera installed in the room by the patient’s family.

The worker pleaded guilty to assault last week. A sentencing hearing is expected to be held later this year.
