Many cities and counties have ordinances regarding dogs and the responsibilities of dog owners. An owner or keeper of a dog who violates of these ordinances can be held liable for damages in a civil lawsuit to a dog bite victim. In Warren, there are laws that apply to dog owners. These can be found in the Warren City Ordinances. Specifically, they are as follows:
Sec. 7-26. Running at large prohibited.
(a) It shall be unlawful for the owner, or any other person having the possession, care, custody or control thereof, to permit any dog to run at large:
(1) Upon the public streets, walks, parks or other public places within the city, unless the dog shall be attached to a leash of sufficient strength to restrain the dog in such manner as to be kept under the control of the person accompanying it;
(2) Upon private property, with or without a leash, unless permission has been granted by the owner or occupant of the private property.
(b) If an owner or other person is convicted two (2) or more times of violating subsection (a), wherein the convictions occur within five (5) years of one another, the owner or other person so convicted shall thereafter either keep any and all dogs within his or her control either inside a fenced and enclosed yard, or leashed, whenever the dog or dogs are out of doors. Failure to comply with this subsection is a misdemeanor and is punishable pursuant to section 7-8.

Sec. 7-29. Vicious dogs prohibited.
It shall be unlawful for any person to suffer or permit a vicious, fierce or dangerous dog to go unconfined and unrestrained on such person's premises, or to run at large. "vicious" is defined in Article V, section 7-123, herein.

Sec. 7-30. Report of dog bites; quarantine.
(a) If any person is bitten by a dog, it shall be the duty of that person, or the owner or custodians of the dog having knowledge of same, to report same to the police department within twelve (12) hours thereafter. If the owner or custodian of any dog has any reason to believe or suspect that such dog has become infected with rabies, it shall be the duty of that person to report the same to the police department within twelve (12) hours thereafter.
(b) If there is any report to it as set forth in subsection (a), the police department shall take such dog into its possession and deliver it to the health officer. The health officer shall hold such dog in quarantine until a laboratory analysis by a licensed veterinarian is made to determine whether the dog is infected. The health officer shall promulgate and adopt such rules as he deems necessary for the procedure in all such cases and for the disposition of any dog delivered into his or her custody. The owner of such dog shall pay the costs involved in such quarantine.
