Sec. 4-1.

(b) It shall be unlawful for any person to harbor pit bulls, dangerous animals, poisonous reptiles or poisonous insects in any zoning district in the city.

The only defense to the dog owner in these cases is if the victim provoked the attack or was a trespasser on the property.
