Many cities and counties have ordinances regarding dogs and the responsibilities of dog owners. In Clinton County, there are laws that apply to dog owners. These can be found in the Clinton County Ordinances. Specifically, they are as follows:
Sec. 6-32. Running at large.
It shall be unlawful for any person owning or keeping any dog to allow or suffer or permit such dog to run at large in the village beyond the limits of the land of the person owning or keeping the dog. Dogs on a leash or accompanied by the owner or keeper having reasonable control of such dogs shall not be deemed to be running at large.

Sec. 6-34. Dangerous dogs.
It shall be unlawful for any person to own or harbor any dog known to be dangerous to persons or property.

Sec. 6-40. Bitings.
Any dog which shall bite any person or other animal shall be seized and held at the village pound or other suitable place until such time as it can be determined whether or not such dog is suffering from rabies. The owner or keeper of such dogs shall pay the expenses of keeping the animal at the rate provided for in section 6-37, and also shall pay all necessary expenses incurred in determining whether such dog is suffering from rabies. The failure to pay any such charges, upon demand, shall be deemed to be a violation of this article and shall be punishable as set forth in section 6-2.
