Many cities and counties have ordinances regarding dogs and the responsibilities of dog owners. In Alpena County, there are laws that apply to dog owners. These can be found in the Alpena County Ordinances. Specifically, they are as follows:
Sec. 10-32. Not to run at large.
No person who owns, possesses, or has charge of any dog known to be of an ugly disposition or dangerous to persons or property shall permit or allow the dog, whether licensed or unlicensed, to be at large at any time in the city, and, further, no person shall permit or allow any dog, whether licensed or unlicensed, to run at large or stray beyond the premises of the owner unless under reasonable control of some person or while engaged in lawful hunting accompanied by its owner or some other person, and, further, each dog shall at all times between sunset of each day and sunrise of the following day be confined upon the premises of its owner or custodian except when the dog is otherwise under reasonable control of its owner or some other person.

Sec. 10-34. Dangerous or destructive dogs.
No person shall own, harbor, or keep any dog, either licensed or unlicensed, that, by the destruction of property or trespassing on the property of others, becomes a nuisance in the vicinity where kept.

Sec. 10-35. Rabies control.
(a) Any person who shall have in his possession a dog which has contracted rabies or which has been subjected to rabies or which is suspected of having rabies or which has bitten any person, shall upon demand of the police department or the health officer, produce and surrender up the dog to the police department or the health department, to be held for observation as provided in this section.
(b) It shall be the duty of any person owning or harboring a dog which has been attacked or bitten by another dog or other animal showing the symptoms of rabies, to immediately notify the police department or the health department that such person has such a dog in his possession.
(c) Whenever a dog is brought to the county pound for having bitten a person, the police department may, if it deems necessary and advisable, and after holding the dog a sufficient length of time to meet the requirements of the health department for investigation, cause the dog to be destroyed as a vicious dog.
